Taking an important decision in the larger public interest, the Cabinet has approved amendment in sub-section 8 of Section 90-A of the Rajasthan Land Revenue Act. With this, after June 17, 1999, the common people living in urban areas on agricultural land and earning livelihood will get a big relief.
It is noteworthy that in sub-section 8 of section 90-A of Rajasthan Land Revenue Act, there is a provision for conversion of agricultural land for non-agricultural use in urban areas before June 17, 1999. 

But in the last two decades, due to other reasons including social and economic growth, there has been rapid urbanization in the urban areas and various non-agricultural activities have developed on the agricultural land, but after this date the conversion of agricultural land is not happening. In such a situation, it is necessary to facilitate the conversion with the aim of providing relief to the common people who are earning livelihood by building houses on such land. For this, the cabinet has approved to change this date to 31 December 2021 instead of 17 June 1999. 

This sub-section will not apply to the cases related to the lease or allotment of land issued by the housing cooperative societies after June 16, 1999. 
It was also decided that a separate committee would be constituted to prevent unauthorized use of agricultural land in non-agriculture for the planned development of cities in future. Along with urbanization, this committee will also suggest solutions for practical difficulties faced in planned development.


The cabinet has decided to amend the Rajasthan Panchayati Raj Rules 1996 to determine the procedure and methodology for direct recruitment of primary and upper primary teacher posts. With this decision of the cabinet, the selection for the post of teacher in primary and upper primary school will be done on the basis of merit of marks obtained by conducting competitive examination by the authorized agency. 

Till now this selection was done on the basis of REET scores. With this decision, the selection of more qualified teachers of primary and upper primary level will be done with complete transparency from the agency fixed by the state government. 


Along with this, the cabinet also decided that the validity of Rajasthan Teacher Eligibility Test ‘REET’ in the state will now be lifelong. 


The cabinet approved an exgratia amount of Rs.6 crore 91 lakh 32 thousand 387 for the assets built on government land and under Schedule-2 of the Land Acquisition, Rehabilitation and Resettlement Act-2013 for the R&R package in the villages of the submerged area of ​​the Isarda dam drinking water project. payment has been approved. Due to this decision, 228 houses located in the villages of Arniakedar, Sawai, Banetha, Churia, Kaririya, Chowkdi, Solpur and Raipur located in the submergence area of ​​the project and 79 displaced from the R&R package (Schedule-2) of Isarda, Solpur and Chowkdi were displaced. Rehabilitation will be ensured by paying compensation amount to the persons.  


In the meeting, approval was given to transfer the drinking water schemes of eight cities of the state, namely, Sri Ganganagar, Jaisalmer, Bundi, Nagaur, Karauli, Nathdwara, Chaumu and Nokha from the urban body to the Public Health Engineering Department. With this, the drinking water system of these cities will be operated and maintained smoothly by the parent department in future and qualitative improvement will be made in the drinking water distribution system. It was also decided that a committee would be constituted to comprehensively examine the difficulties being faced in the implementation of Janata Jal Yojana in rural areas.


The cabinet has approved the draft of Haridev Joshi University of Journalism and Mass Communication, Jaipur (Amendment) Bill-2022. In the meeting, the draft of Saurabh University, Hindaun City (Karauli) Bill-2021 in private sector was approved. This will pave the way for the establishment of this university.
The cabinet has approved amendments to the Rajasthan Medical and Health Services Rules, 1963 and Rajasthan Medical and Health Subordinate Services Rules, 1965 (as amended) for four-level promotion (for cadre formation) of serving pharmacists in the State Medical and Health Department. This will enable the pharmacist personnel to get promotion opportunities, which will boost their morale and improve their efficiency. It is noteworthy that at present there is no cadre for promotion of Pharmacists.


By amending the Medical and Health Subordinate Services Rules, 1965, the Cabinet has decided to designate Nurse Grade II as Nursing Officer and Nurse Grade I as Senior Nursing Officer. This will boost the morale of the nursing cadre personnel.

The Cabinet has approved amendment in the Rajasthan Municipality Act-2019 to make the process of direct recruitment to the administrative and technical services of Rajasthan Municipality Service through Rajasthan Public Service Commission. With this decision, the process of recruitment to these posts will be done in a fair and transparent manner.
